The attributes of the concept of \"choice\" are categorized into the first, second, and third layers, which were cyclical. These were then integrated to attain \"improved ability\" and \"practical skills application\" as individual student outcomes, leading to \"improved public health\" for the whole community.\nDiscussion: Students' motivations and interests in \"choice\" were characterized by placing importance on enjoyment in their choices, but aspects such as feeling the depth of their work strengthened their choice. In relation to previous attempts to measure \"choice,\" the future challenge for public health nurse education was to clearly accumulate \"experiences of verbalizations of one's own ideas and public health nurse activities\" based on the foundation of social skills.
